When the gearbox on my C/4 was rebuilt to correct the slow 2nd gear syncho problem, it came back with a whine very similar to what you describe. The shop replaced some, but not all, of the bearings. Well something's not right. I get 28" in the front..... a full 1-1/2" higher than the back. Tires are XWX Michelins and Borrani rims are 3690's. Before you add another pump, have you measured the fuel pressure just before the carbs? Should be 4-5 PSI, I believe.
