When fitting new main bearing shells what is the procedure regarding the position of the oil feed holes? On a pair of bearings one half has two oil feed holes and teh other half has none. What I am interested in is does the half with the feed holes fit into the block or into the main bearing cap? Is there a preffered way to fit these?

The oil feed holes go into the bearing cap. The oi flows around the outside of the bearing shell and enters from the bottom of the crank to help support the crank as it is loaded from cylinder firing. That is why the bearing caps have the groove cut into them so the oil can flow to the feed holes.
