I had to grapple with this one when rebuilding the motor, to keep the slinger or not to keep the slinger. My romantic side won.

It seems to be too close to the center line to make much of a difference in regards to inertia. When they machine the crank, do they just machine off the slinger grooves or remove the whole part and machine the crank a little for a seal surface?

We remove the entire slinger and machine the crank to fit a common seal.
